Smollett, who is black and gay, maintains he told the truth in reporting that two masked men assaulted him in downtown Chicago on January 29, shouting slurs and wrapping a rope around his neck.

Last week, after Emanuel said he was going to try to force Smollett to pay the police investigation costs, Smollett's lawyers said city officials were the ones who owed an apology. "As part of this legal action, the Law Department will pursue the full measure of damages allowed under the ordinance", Chicago Department of Law spokesperson Bill McCaffrey said in a statement to The Daily Caller News Foundation.

"Once it is filed, the Law Department will send a courtesy copy of the complaint to Mr. Smollett's Los Angeles-based legal team", they added.

- A group of suburban Chicago police chiefs said Thursday that they have no confidence in Cook County State's Attorney Kim Foxx and called on her to resign.

Both Chicago Mayor Rahm Emanuel and Chicago police superintendent Eddie T. Johnson have publicly criticized the dropping of charges against Smollett, with Emanuel calling it "an unbelievable whitewash of justice".

Smollett has always maintained he told the truth since reporting the alleged attack to police.

A deadline is looming for Jussie Smollett to pay more than $130,000 to Chicago for investigative costs into what city authorities say was a staged racist, anti-gay attack or risk getting slapped with a civil lawsuit.

The mayor of Chicago, Rahm Emanuel, ordered Mr. Smollett to pay at least $130,000 by the 4th of April, Thursday.

Representatives for Smollett did not immediately respond to PEOPLE's request for comment.

Jussie Smollett has no intention of paying Chicago for his recent court drama.

Their problems with Foxx, said Graham, didn't originate with her handling of Smollett, but it appears to be the decision to suddenly drop all 16 charges in a case that cost the city so much and caused so many problems that was the last straw.

"Y$3 ou made a police report in which you falsely claimed that two men had attacked you while yelling racial and homophobic slurs".

Empire has yet to be officially renewed by Fox, but star Taraji P. Henson says that the show's writers have already begun planning for a sixth season - one that includes embattled star Jussie Smollett.

The actor, best known for his role as a gay musician on the Fox Television hip-hop drama Empire, was charged in February with staging the incident himself and filing a false police report.
