He also told The Journal it was "highly unlikely" that the United States would exit this week's G20 summit with an agreement to hold off on increasing duties already in place on Chinese goods.

Kudlow added that if the USA doesn't get "satisfactory" responses to its trade positions more tariffs will be imposed.

Trump's advice to all businesses that manufacture is to "build factories in the United States and to make the product here".
