The speech came as the U.S. took a related action by shutting down the Palestine Liberation Organization's office in DC.

In his first major public address since becoming national security adviser to President Trump, Ambassador John Bolton preemptively singled out the International Criminal Court, warning that its judges and prosecutors would be subject to travel restrictions, sanctions and criminal prosecution if it sought to investigate American citizens.

The Palestinians want to use the ICC because it's the only high-profile multilateral organization which they can use to harass Israel, and the ICC is apparently sympathetic to their publicity efforts. He also indicated the Palestinians plan to join other worldwide bodies.

Professor McCormack says it is a great shame that the U.S. is not a party to the court, especially given America's historic role after World War II in matters such as the Nuremberg Trials prosecuting Nazi figures. "The Trump administration wants to dismantle the global order to ensure that it can stay above the laws and escape accountability".

Trump has promised to pursue the "ultimate deal" between the Palestinians and Israel.

The White House cited the Palestinians' ICC campaign and what it said was their unwillingness to negotiate.

The national security adviser also stressed ICC has no legitimate claim over USA citizens. John Bolton said the ICC "is already dead" to the U.S.

"The United States will use any means necessary to protect our citizens and those of our allies from unjust prosecution by this illegitimate court", Bolton will say, according to a draft of his speech obtained by Reuters.

In a news release, senior Palestinian diplomat Dr. Saeb Erekat called this move "dangerous escalation" that "shows that the U.S.is willing to disband the worldwide system in order to protect Israeli crimes and attacks against the land and people of Palestine as well as against peace and security in the rest of our region". The Associated Press reports that a requirement in USA law states that the PLO mission must close if the peace process does not move forward.

The State Department on August 31 severed all funding to UNRWA, the agency responsible for providing millions of Palestinian refugees with education and healthcare, saying it would examine other approaches.

They cut off contact with the United States administration after Trump recognized the disputed city of Jerusalem as Israel's capital in December. We will not join the ICC. But it's hard to imagine any administration would continue to cooperate with the court while it was investigating USA officials.

"I don't think that the actions we have taken are at all inconsistent with our objective of peace between Israel and the Palestinians", he said. European countries urged Israel this week to refrain from demolition.

Khan Al-Ahmar is in a key location near Jerusalem. But critics say it's impossible for Palestinians to get building permits and that the demolition is meant to make room for an Israeli settlement. The United States announced on Monday (Sep 10) it will shutter the Palestinians' mission in Washington, accusing them of rebuffing peace talks with Israel.

The U.S. Defense Department objected to the possible probe and said it was committed to complying with the laws of war.

"Part of it is bullying", Zomlot said in response to a question about the United States strategy.
